This report builds upon the DESIRE quality selection criteria that were developed during the first phase of the DESIRE project. The report also looks at the development of other vocabularies in outside projects and agencies who are also working in related areas i.e. the W3C's various working groups such as P3P (Platform for Privacy and Preferences) and the Composite Capability / Preference Profiles.
